Why the Stormwater Fee Exists
The City of Creedmoor lies entirely in the Falls Lake Watershed. In an effort to address the City’s need for drainage improvements, and in order to comply with NCDEQ's Falls Lake Nutrient Strategy, the City has established a stormwater utility to manage and fund stormwater services within Creedmoor.
Services provided by the City of Creedmoor include:
• Drainage System Maintenance
• Permit Compliance (NPDES Phase II)
• Leaf Collection
• Street Sweeping
How the Fee is Calculated
Due to the complexity of the stormwater fee structure, City staff have prepared a simplified chart entitled "Stormwater Utility Rate Guide" to assist residents in understanding the formula used to determine their stormwater fees. Please refer to this chart and direct any questions or concerns to the contact information provided below. A Stormwater Utility Brochure is also available to explain fee calculation and how the fees will be applied to the City's cost of compliance with the Falls Rules.
Churches, schools, non-profits, and other select groups within each jurisdiction are exempt from property taxes but are still subject to the stormwater fee. As each of these groups receive the stormwater services provided, and own properties that contribute to runoff, the allocation of costs in this way is fair to all taxpayers. These groups retain their tax free status otherwise so their stormwater fee statement contains only fee related billing.
