Zoning Permits
CONDITIONAL ZONING, HOME OCCUPATION, SIGN, AND ZONING COMPLIANCE PERMITS
Permit applications and inquiries are made at the Community Development Office, 211 North Main Street. Administrative staff are available in the office during normal business hours (Monday – Friday, 8:00 am – 5:00 pm). Applications can be downloaded from the left navigation pane or are available in printed form at City Hall.
Please check with the Planning staff about what type of approval may be needed for your project.
Conditional Zoning Application
Like general district rezonings, conditional zoning is a legislative process. Unlike general district
rezonings, however, a conditional zoning district may be approved with conditions and the approval of
a site specific development plan. This process is designed to address unique development scenarios
when a development proposal does not fit into a conventional zoning district, but with proper
conditions may be desirable and compatible with the surrounding area.
Sign Permits
In order to regulate the provision of sign standards and sign restrictions within the planning and regulation jurisdiction of Creedmoor, it is unlawful to erect or maintain any sign or sign structure without first obtaining a sign permit. Each application for a sign permit must be accompanied by complete information as required and includes, but is not limited to, a Plot Plan and elevation drawings of the sign at the proposed location.
Zoning Authorizations
Zoning Authorizations are "light" reviews conducted by the City Planning & Community Development Department for a reduced fee compared to the standard Zoning Permit. Often, Zoning Authorizations are done as preliminary zoning approvals, when Granville County Inspections or another agency may require zoning approval from the City of Creedmoor, where there is no new structure or site plan for staff to review.
The City commonly issues Zoning Authorizations for:
- Preliminary well and septic approval
- Solar panel installation
- Building demolition
- New impervious surfaces (concrete patios, expanded concrete driveways and walkways)
- Building renovations
- Foundation repairs
- Temporary power pole approvals, etc.
Zoning Compliance Permits
A zoning permit is required for the construction or development of any new use within the planning and regulation jurisdiction of the City of Creedmoor. A zoning permit is also required for expansions of existing uses, as well as for changes of use.
A Zoning Compliance Permit is required for the following:
- Homes
- Garages & carports
- Additions (structural repairs & alterations)
- Accessory buildings (sheds, carports, etc.)
- Decks, screen porches, patio covers
- Pools, spas, & hot tubs
- Commercial new construction
- Commercial additions or tenant up-fit
- Change of occupancy
- Fences
- Mobile food vendor
Home Occupation Permits
Subject to the standard in Article 10- Uses with Additional Standards & Special Use Permits of the Creedmoor Development Ordinance.
Driveway Permit Application
If you are planning to widen, replace, or upgrade the portion of your driveway that is within the right-of-way a driveway permit application and sketch need to be submitted prior to work starting. There is no fee for a driveway permit application. Public Works will conduct a site visit prior to work starting and after work has been completed.
Application and sketch can be submitted via email to planning@cityofcreedmoor.org or dropped off at the Community Development office, 211 N. Main St.
After the work on your driveway has finished the Public Works Department will need to conduct a post construction site visit. To request this please contact Public Works at 919-764-1036.
*Your HOA may have additional requirements for driveway work. It is the homeowners responsibility to reach out to their HOA.
