Beginning in 2012, the City of Creedmoor became a National Pollution Discharge Elimination System (NPDES) Phase II Municipal Separate Storm Sewer System (MS4) permit holder. Development or re-development within City limits and ETJ require a structural stormwater control measure (SCM) to treat the stormwater runoff onsite.

Annual Inspection Report

Beginning July 1 of the year of as-built certification and each year thereafter between July 1 and July 10 the person responsible for ownership and maintenance of the SCM shall submit to the Stormwater Administration (or designated agent) an inspection report for each SCM.

The City of Creedmoor does not have a specific inspection and maintenance report form for SCM's.  The inspection must be performed by a qualified registered North Carolina Professional engineer, surveyor,  landscape architect, soil scientist aquatic biologist, or person certified by North Carolina Cooperative Extension Service for stormwater treatment practice inspection and maintenance. If a site fails inspection, the report is still due to the City by the inspection deadline.  The SCM Checklist is to be submitted along with the inspection and maintenance report.

Definitions 

Re-development- Any development on previously‐developed land. Redevelopment of structures or improvements that (i) existed prior to January 2012 and (ii) would not result in an increase in built‐upon area and (iii) provides Stormwater control at least equal to the previous development is not required to meet the nutrient loading targets of this ordinance.

Development -(This definition applies to the Watershed Standards in Article 19). Any land disturbing activity which adds to or changes the amount of impervious or partially impervious cover on a land area or which otherwise decreases the infiltration of precipitation into the soil.

Stormwater Control Measure (SCM) - As defined in 12A NCAC 02H .1002, also known as Best Management Practice (BMP), a permanent structure device that is designated , constructed and maintained to remove pollutants from stormwater runoff by promoting settling or filtration or mimic the natural hydrologic cycle by promoting infiltration, evapo-transpiration, post-filtration discharge, reuse of stormwater or a combination thereof.

Wet Detention Pond- A natural or man‐made water body that provides for the storage and gradual release of stormwater runoff by means of a permanent pool of water having an outfall to another water body, and which has a permanent pool that utilizes both settling and biological process to remove both particulate and soluble particulates. Dry Detention Pond- A pond which collects stormwater runoff, holds the water, and releases it slowly over a period of hours or days. It does not have a permanent pool and is sometimes referred to as a dry pond or wet weather pond.
